I sure hope so.

When will we start to teach science, philosophy, ethics, perhaps theory in any subject in high school? It may need to begin before.

We might need more free thinking education. Gardner is writing a book about education. When will it be done, btw? I don't think we'll talk to children by Socratic method or something similar method for a few centuries. We will require that for an 18 year old to be considered a serious academic.

But just tests and basic understanding? Maybe. France's elite grad-prep schools can turn out geniuses under 20. The under 20s who get into the École Normale Superière and go on to be major thinkers and scientists; they take quite difficult tests to get into such schools.

Can we do that here? Is that what we should do?

Scientific laws and scientific theory are based on the scientific method. By definition, the scientific method allows for the continual application of tests to the hypothesis / theory / law and provides a means for accounting for new observations. This includes a dynamic process for handling when observations are made that render previous hypothesis / theory / laws incorrect.

The observations for evolution are strong, yet it is not considered a law because of the missing observations that are required to solidify the theory into a law. This is not a function of the education system as much as it is a lack of the solid scientific evidence required to meet the standards of the scientific method. Thus, there is controversy within the scientific community, as no scientist can correctly apply scientific method and conclude evolution to be a scientific law.

The philosophical logic of the argument is flawed because Ms. Hansen appears to suggest that if definitions of the scientific method were better known, that more people would embrace the theory of evolution. This blatantly disregards the very real presence of faith and religion, which are very powerful motivators. Thus, even if every student were fully aware of the scientific method, evolution would still not likely be universally accepted.

The practical logic of Ms. Hansen’s argument is flawed because it requires acceptance of an interpretation of differences which is not clear or universally accepted. Her prediction states: “every state of the United States will directly evaluate students' understanding of the differences between scientific laws, scientific theories and the kinds of things often called theories outside the scientific community.”, which would require definition of the differences and universal acceptance of that definition by the legislating bodies responsible for creating the standardized tests. Not only is this politically impractical, but it would certainly be controversial within the scientific community, and thus is scientifically impractical.

The brilliance of the scientific method is that it provides a dynamic system to handle the dynamics of scientific discovery. An example of a scientific theory today may be rendered mute by a scientific observation tomorrow, thus by definition scientific laws and theories are only etched in pencil…awaiting the eraser of better understanding and knowledge. How do you define that, which by definition, is indefinable?

Scientific method is already part of standardized testing as well as science curriculums everywhere. However, it will not be by 2015, if ever, that standardized tests can promote state defined differences between laws / theories / non-scientific-theories. To do so would be to instill something other than the scientific method…something that is rigid and unchangeable in a field of constant change.

... as we can see from comments, the misunderstanding persists even among quite literate adults (whose lives must seem perilous without a "law" of gravity). Secondly, there is no compelling reason to believe there will be decline in the particular sort of religious belief that resists such scientific concepts being taught. And finally, by including every state in the nation, the wording of the wager assumes either a federal mandate or a shared effort of a comprehensiveness that I find unlikely.
