(I assume this is referring to people who turn 65 in 2040. So we're talking about people born in 1975 or later).

I'd say "no" to this, because some important medical solutions (surgery for example) are often not used on the extreme elderly (85+). So that leaves the elderly vulnerable to problems that require extreme intervention.

Furthermore, people born in 1975 are not at any great advantage in terms of their exposure to man-made carcinogens and man-made toxins.

Some bad exposures have been mitigated, some partially, and new exposures have yet to be discovered. Obesity is still rising among adults and children, and smoking is not dropping off very fast.

Fast-Food restaurants are doing just as well now as ever.
Many "healthy" foods are a croc, and will do little for longevity.

The prediction is actuarial in nature. To say that 40% of Americans attaining age 65 in 2040 will live to attain age 100 is to say that of every 10,000 Americans attaining age 65 in 2040, we expect 40% of these, or 4,000, to survive to attain age 100 in 2075.

We look to the tables of life expectancy. An actuarial life-expectancy table known as the “UP94 Projected to 2015 Using Scale AA” is a table that has been used by pension consultants in the actuarial valuation of defined-benefit pension plans. This mortality table pegs the probability of a 65-year-old male reaching age 100 at 1.25%, and for a female, 3.42%. A comparable table used by life insurance companies would show somewhat lower probabilities.

There are several ways a future mortality table might reflect the predicted odds. For example, a one-third improvement in mortality at age 55, gradually increasing the improvement until it is almost 80% better at age 100 than it is today would give a probability of 29.30% that a male of attained age 65 will reach attained age 100, and a probability of 38.85% that a female of attained age 65 will reach attained age 100.

A second, completely arbitrary, way to estimate this is to calculate a single rate of improvement in mortality at each age that would be necessary to achieve the required 40% probability. It turns out that a uniform 71% improvement in the mortality of this table would give a probability of 31.12% that a male of attained age 65 will reach attained age 100, and a probability of 40.08% that a female of attained age 65 will reach attained age 100.

These estimates point out that it would require an enormous improvement in a short period of time of a host of factors to achieve the predicted probability. I don’t see the large changes necessary happening quickly in the world we live in today. To raise the stated probability by even 10 percentage points by 2040 would be impressive. The 40% probability is too high within the time frame postulated.
