While LASER-based power coupling for fission/fusion is technologically feasible (if currently impractical and non-producible) it is highly unlikely that such developments will occur nationwide in ANY country by 2010, as construction for such facilities, if the technology were fully developed and regulated today, would still take the better part of a decade, while other forms of power would certainly continue to function.

I find it unrealistic to believe that a laser-contained fusion energy project will ever be feasible, but am absolutely POSITIVE that this program will certainly not occur by 2010.

The cost in converting a nation's power plants in this way, even if we had a definitely more efficient method of generating power that could be used in place of all of the current plants, would absolutely prevent the kind of program you're describing. Even if cost wasn't an issue, bureaucracies move a lot slower than you seem to think they do.
